| Zusammenfassung | This paper describes video traffic enforcement systems, their functioning, error limits, limitations for the user, and a GPS based approach to avoid these limitations. In addition the PTB type approval procedures for speed enforcement systems, the PTB requirements, and scope of the tests are illustrated. The major limitations of speed arise from the use of the rotating wheels and their complex mechanical behavior as a basis for the distance and speed measurements. A GPS based system on the other hand implies limitations, as appropriate reception conditions cannot be guaranteed in all situations. A combination of both, however, is a promising concept avoiding the limitation of both. A procedure of the type approval of speed enforcement systems with such a combination is proposed with a certification (by PTB or an external authority) of the GPS receiver based on a written standard with specified uncertainties. Therefore the drafting of such a written standard and establishment of test houses is an important task for the future. |
